I am writing to request information under the Freedom of Information Act 2000 regarding the decisions made by the Horse Race Levy Board (HRLB) concerning the implementation of sectional times across all UK racecourses.

The reasons why the Horse Race Levy Board failed to implement sectional times across all racecourses in a standardised format: 

  

Please provide internal documents, meeting minutes, emails, reports, or other communications that discuss the decision-making process around this topic, and why a uniform standard was not applied across the industry.Why the data on sectional times, including stride length and stride frequency, is not freely available to the public in a standardised format: 

  

Please supply documentation showing discussions or decisions regarding the availability of this data to the general public, including any cost or accessibility considerations.Why the Horse Race Levy Board split the responsibility for sectional timing data collection between two providers: 

  

I request all relevant information explaining why multiple providers were chosen rather than a single, unified system.Details on why data funded by a levy on punters is being supplied to intermediaries, and why it is not freely available to the racing public: 

  

Please include any records detailing the agreements, contracts, or policies that led to the distribution of this data to intermediaries, as well as any discussions on the impact of making it freely available versus its commercial distribution.

Given that the HRLB is funded by a levy on punters, I believe it is in the public interest to understand how these funds are being allocated and why the data that has been produced using these funds is not more openly accessible.
