FINANCIAL OVERVIEW 2023/24
The Board discussed its latest Financial Overview for 2023/24.
VETEINARY ADVISORY COMMITTEE
The Board received a presentation on Veterinary Advisory Committee and its work and approved a budget for 2024/25.
RACING WELFARE
The Board received a presentation on the Workforce Wellbeing Programme.
WEIGHING ROOM LOANS: UPDATE
The Board noted that the first loan application had been received and approved.
The Board reconfirmed the HBLB deadline for loan applications of 31 March 2026, with a drawdown date of no later than six months after that.
BOARD EFFECTIVENESS REVIEW
The Board noted progress on implementing actions identified as part of the internal Board Effectiveness Review carried out in 2022 and that further updates would be provided at timely intervals until all the actions had been completed.
The Board noted an external Board Effectiveness Review report carried out by its internal auditors and approved proposed plans for implementing its recommendations during the course of 2024.
NATIONAL RACEHORSE WEEK
The Board noted a report on National Racehorse Week.
HBLB ANNUAL REPORT AND ACCOUNTS
It was noted that the HBLB Annual Report and Accounts had been laid before Parliament on 11 December 2023.
BETTING DATA COLLECTION PARTNER: UPDATE
The Board endorsed the decision to appoint Deloitte for three years with live data collection taking effect from 1 April 2024.
BHA PENSION SCHEME
The Board noted the BHA Pension Trustees’ Annual Report 2023, the Board having a pre-existing guarantee of the scheme.
NON-FIXTURE GRANTS UPDATE
The Board approved the process for assessing grant applications for 2024 and noted the current Grants Dashboard.
TERMS OF REFERENCE OF THE REMUNERATION COMMITTEE
The Board approved updated Remuneration Committee Terms of Reference.
CAPITAL CREDIT APPLICATIONS: YORK, HAMILTON, SALISBURY AND THIRSK
The Board approved the increase in the Capital Credit application to York’s already-approved project subject to the Executive’s satisfaction with revised proposals.
The Board approved Capital Credit grants for Hamilton Park, Salisbury and Thirsk.
MANAGEMENT ACCOUNTS TO 31 OCTOBER 2023
The Board approved the management accounts to 31 October 2023.
HANDLING OF FREEDOM OF INFORMATION REQUESTS
The Board discussed matters relating to Freedom of Information requests.
