GREAT BRITISH RACING’S EVERYONE’S TURF SUMMER CAMPAIGN AND NATIONAL HORSERACING WEEK
GBR provided presentations to the Board on GBR’s Everyone’s Turf Summer Campaign and National Horseracing Week to which the Board had provided a significant amount of funding.
WEIGHING ROOM LOANS
The Board considered further its approach to making loans available to racecourses for certain weighing room related projects and noted that a small number of projects might be ready to come forward for assessment in early 2023. The Board also discussed the potential involvement of the Racing Foundation.
BHA REGULATORY AND INTEGRITY BUDGET 2023
The Board agreed the HBLB Raceday Services Grants (RSGs) for 2023 and to develop a multi-year approach to funding that in the long-term would align with HBLB’s three-year business plan cycle.
RACING LEAGUE FUNDING 2023
The Board agreed to provide Rate card prize money funding for the four Racing League fixtures in criteria slots, with the two non-criteria fixtures paid at 50% of normal Rate card values, Full RSGs would be paid for all six fixtures.
REPORT ON FUNDING FOR SECTIONAL TIMINGS
The Board noted the success of the funding for sectional timings insofar as every racecourse now had sectional timing. The Board agreed that although it did not expect to support any further applications for HBLB funding should these come forward, it being for racecourses and the sectional timing companies to take on responsibility for further development, HBLB should remain involved in conversations where appropriate and beneficial.
DELEGATED AUTHORITY
The Board agreed that a formal delegation framework should be developed, for approval by the Board, that documents the powers available to the Executive to take decisions on behalf of the Board.
QIPCO BRITISH CHAMPIONS DAY IN 2022 AND 2023
The Board agreed its funding of QIPCO British Champions Day in 2022 and 2023.
VETERINARY ADVISORY COMMITTEE
The Board received presentations from members of the VAC on its current activities.
MANAGEMENT ACCOUNTS TO OCTOBER 2022
The Board approved the management accounts to 31 October 2022.
BHA PENSION TRUSTEES' ANNUAL REPORT 2022
The Board noted the BHA Pension Trustees' Annual Report 2022.
CAPITAL CREDIT APPLICATION: HAMILTON
The Board approved a Capital Credit grant to Hamilton Park racecourse to fund drainage works on the racing surface and service road.
ALLOCATION TO CAPITAL CREDITS JANUARY-APRIL 2023
The Board approved the conversions of certain HBLB grants to Capital Credits for the period 1 January to 30 April 2023.
