HBLB launches consultation exercise aimed at reducing administration burden for small betting operators
The Horserace Betting Levy Board is consulting on a proposal to change the threshold at which certain betting operators are required to provide a full independent accountant's report setting out assessable profits.
HBLB is writing to relevant stakeholders who may have an interest in relation to the proposal. The consultation closes on 26 October 2026.
Currently, small betting operators with assessable profits of between £250,000 and £500,000 provide HBLB with an Independent Accountant’s Report annually at a cost of up to £2,000 each. In 2025/26 there were 18 of these operators with a further 16 within a small band either side of this range.
These reports provide necessary assurance for HBLB in its duty to collect the appropriate amount of Levy. However, it is under consideration that narrowing this band would capture a smaller number of operators and thus reduce their administration burden and costs.
